Obtaining an Immigrant Visa is the first step for a foreign citizens seeking to become a lawful permanent resident:

  1. Immigration based on family
  2. Immigration based on employment (approximately 140,000 every fiscal year)
Example:  Entrepreneurs willing to invest in a commercial enterprise in the United States; AND
create and preserve permanent employment for ten individuals (U.S. citizens) may qualify to
    participate in the EB-5 program.
  3. Other Immigrant Visas

The USCIS is the popular target for what some may view as harsh treatment of aliens. However, the USCIS carries out laws enacted by Congress and signed by the President. It is against the law for immigration officers to NOT adhere to strict federal mandates. One thing to keep in mind is immigration laws are in constant flux based on what the American people demand of the their representatives.
